Background Screening  What are personal credentials? In the context of individual credential verifications, credentials are attestations by individuals as to their education, skills, abilities, experience and good standing. They are also unattested attributes, including criminal and credit records (or the lack of them).

A third set of credentials are personal descriptors, including ID and Passport numbers, permanent residence visa’s, drivers licenses and their codes, etc.
In a highly competitive job market, with spiraling unemployment, and uncertain social and economical trends, there is a marked increase in the presentation of fraudulent credentials amongst candidates in all sectors.

NQR

Of particular interest in the verification market is the National Qualifications Register (or NQR®).

The NQR® is a commercial product, owned and operated by KBS, and was established in an ongoing effort to optimize the accuracy and speed of qualifications verification in particular.

Its existence is as a result of agreements between KBS and several tertiary educational institutions in South Africa.

The nature of the agreement between KBS and NQR® subscribers can be likened to that of an outsource agreement. These institutions have subscribed to the NQR® precisely because they are not geared towards this verification activity, as is KBS.

The institutions are the owners of their own information, and KBS a custodian. KBS performs the qualification verifications on behalf of subscribing institutions, and levies a prescribed fee for their benefit.

The NQR® is an electronic register of all qualifications issued by subscribing institutions. This register is implemented as a computerized relational database, and is accessed via a suite of specialized software tools. It is updated regularly to reflect the most recent graduation status for each institution, and enables almost instantaneous verification feedback for resident qualifications.

The NQR® is an important tool for the verification industry, and has been widely deployed to assist both public and private organizations in assuring the integrity of their workforces.

Since its inception in October 2000, the NQR® has taken on real form, and is being actively used in the market place.

To date, most of South Africa’s leading Universities and Technikons subscribe to the register, while KBS is negotiating with several others for their inclusion.
